NOTICE IS HEREBY GIVEN that on April 14, 2022 at 6:00 p.m., the Board of Supervisors of North Woodbury Township, Blair County, PA will meet at the North Woodbury Township Municipal Building, 113 Cranberry Road, Martinsburg, PA, (which meeting will be held no less than seven (7) days nor more than sixty (60) days from the date of publication of this notice) to consider for enactment an Ordinance (the AOrdinance@). The summary of this Ordinance is as follows:
AN ORDINANCE OF THE TOWNSHIP OF NORTH WOODBURY, BLAIR COUNTY, PA VACATING A PORTION OF SALEBARN ROAD (T-327), CONSISTING OF APPROXIMATELY 2,247 FEET, STARTING 393 FEET EAST OF THE POINT WHERE SALEBARN ROAD INTERSECTS WITH AUCTION ROAD (STATE ROUTE 2005) AND RUNNING TO THE CURRENT TERMINATION POINT OF SALEBARN ROAD.

Sealed proposals will be received by the Woodbury Township, of Blair County, at 6385 Clover Creek Road, Williamsburg, PA 16693, until 7p.m. on May 5, 2022, for the following:
Item 1, 1,870 ton, Superpave scratch and leveling course, 9.5mm, in place
Item 2, 2,805 ton, Superpave wearing course, 9.5mm, in place
The Pennsylvania Prevailing Wage aCT applies to the project only if the bid amount exceeds $100,000.00.
Liquidated damages apply at the rate of $885.00 per calendar day.
Proposals must be upon the forms furnished by the Municipality.
For third class cities the bid must be accompanied by a certified check or bid bond in the amount of 10% of the bid, made payable to the municipality. For other municipal types it is the discretion fo the municipality.
A performance bond or certified check in the amount of 100% of the contract shall be furnished by the successful bidder within 20 days after the contract is awarded.
The Municipality reserves the right to reject any or all proposals.

Main Street Water Sewer Replacement
Roaring Spring Municipal Authority
Roaring Spring Borough/Taylor Twp, Blair County, Pennsylvania
Sealed Bids for the construction of the Roaring Spring Municipal Authority’s proposed Main Street Water and Sewer Replacement project will be received at their office at 616 Spang Street, Roaring Spring, PA 16673, until 4:00pm local time on Thursday, April 28, 2022, at which time the Bids received will be publicly opened and read. The Project includes the replacement of approximately 1120 LF of 8” PVC sewer main, approximately 260 LF of 6” PVC water main, 5 manholes, 1 water service reconnection, 9 sewer lateral reconnections, along with related appurtenances and restoration.
The Issuing Office for the Bidding Documents is Keller Engineers, Inc., 420 Allegheny Street, Hollidaysburg, PA 16648. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00am and 5:00pm, and must obtain copies of the Bidding Documents from the issuing Office as described below.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $100. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 10 days after receipt of Bids will receive a full refund. Checks for Bidding Documents shall be payable to “Keller Engineers, Inc.”. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidding Documents are also available on compact disc or jump drive for a non-refundable charge of $20, including shipping.
A pre-bid conference will be held at 2:00pm local time on Thursday, April 21, 2022 at the Authority’s office as described above. Attendance at the pre-bid conference is highly encouraged but is not mandatory. Bid security shall be furnished in accordance with the Instructions to Bidders. This project will be funded by the Authority. Pennsylvania prevailing wage rates are required.
The Roaring Spring Municipal Authority reserves the right to reject any and all bids and to waive any and all informalities.

SUMMARY NOTICE OF ORDINANCE
UNDER LOCAL GOVERNMENT UNIT DEBT ACT
Notice is hereby given that the Board of Supervisors of the Township of North Woodbury, Blair County, PA will consider, at a meeting to be held on April 14, 2022 at 6:00 p.m. in the North Woodbury Municipal Building, 113 Cranberry Road, Martinsburg, PA 16662 (or on such other date, at such time and place as the Council may lawfully announce and conduct a meeting not more than thirty (30) days from the date hereof), together with such other business as may come before the Board, the enactment of an Ordinance authorizing lease rental indebtedness in the reasonably estimated amount of $210,790.00, and summarized as follows:
Section 1 authorizes the Curryville Water Authority to undertake and complete a project which includes upgrades to the water facilities of the Authority (the “Project”).
Section 2 authorizes the incurrence of lease rental indebtedness in connection with the Project.
Section 3 provides that the total debt for the Project to be financed is $210,790.00 from a Debt Obligation issued by PENNVEST and for the Debt Obligation to be guaranteed by the Township.
Section 4 provides that the useful life of the Project is thirty-five years.
Section 5 provides that the Township shall approve and enter into a Guaranty Agreement with PENNVEST in a form approved by PENNVEST.
Section 6 provides that the Guaranty Agreement shall be available for public inspection.
Section 7 provides for the Township to include the debt in its annual budgets in the amount set forth in the amortization schedule.
Section 8 provides for the maximum guaranty obligation of the Township.
Section 9 provides for the guaranty obligation of the Township to be payable from the tax and general revenues of the Township.
Section 10 provides for the officers of the Township to file the necessary debt statements to obtain approval under the Local Government Unit Debt Act.
Section 11 provides for the officers of the Township to prepare any statements necessary to qualify for the lease rental debt for exclusion from the appropriate debt limit.
Section 12 provides for the officers of the Township to file application with DCED for all approvals needed under the Local Government Unit Debt Act.
Section 13 authorizes the officers of the Township to sign the Guaranty Agreement with PENNVEST after all necessary approvals are obtained.
Section 14 authorizes Township officials to execute all other necessary documents needed to carry out the purposes of the Ordinance.
Section 15 addresses the validity of the Ordinance and its effective date.
