BOROUGH COUNCIL TO ENACT ORDINANCE 2021-3
NOTICE IS HEREBY GIVEN that on Monday, August 9, 2021, at 6:00 p.m., the Borough of Roaring Spring, at the Roaring Spring Municipal Building, 616 Spang Street, Roaring Spring, PA 16673, will consider the enactment of the following ordinance (the “Ordinance@).
The summary of the Ordinance is as follows:
AN ORDINANCE OF ROARING SPRING BOROUGH, BLAIR COUNTY, PENNSYLVANIA, VACATING THAT PORTION OF CALIFORNIA AVENUE WHICH HAS NEVER BEEN MAINTAINED BY THE BOROUGH, SAID UNMAINTAINED PART OF CALIFORNIA AVENUE LOCATED PARTIALLY IN THE BOROUGH.
The Ordinance will be effective upon enactment in the Borough.
A copy of the full text of the proposed Ordinance along with a copy of a map setting forth the area to be vacated may be examined by any citizen at the Roaring Spring Borough Municipal Office, 616 Spang Street, Roaring Spring, PA, Monday through Friday, 8:00 a.m. to 4:00 p.m.
NOTICE OF PUBLIC HEARINGS
NOTICE IS HEREBY GIVEN that the Borough Council of Roaring Spring will conduct a public hearing on August 9, 2021 and the Board of Supervisors of the Township of Taylor will conduct a public hearing on Monday, August 2, 2021. The Borough hearing will be at 5:30 o’clock p.m. at the Roaring Spring Municipal Building, 616 Spang Street, Roaring Spring, PA 16673, and the Township hearing will be at 6:00 p.m., at the Taylor Township Municipal Building, 7217 Woodbury Pike, Roaring Spring, PA 16673. The purpose of each hearing is to take public comment relative to consideration of passage of an ordinance by the Borough and the Township vacating of the following:
THAT PORTION OF CALIFORNIA AVENUE WHICH HAS NEVER BEEN MAINTAINED BY EITHER THE BOROUGH OR THE TOWNSHIP, SAID UNMAINTAINED PART OF CALIFORNIA AVENUE LOCATED PARTIALLY IN THE BOROUGH AND PARTIALLY IN THE TOWNSHIP.

SPECIAL EXCEPTION HEARING
The Roaring Spring Borough Zoning Hearing Board will hold a Special Exception hearing on August 18, 2021 at 2:00p.m. in the Roaring Spring Borough Building 616 Spang Street, Roaring Spring, Pa. 16673 to hear a request from Snyder’s Gateway, 97 Nason Drive, Roaring Spring, to build two dine in restaurants.
FIRST PUBLIC HEARING NOTICE
PENNSYLVANIA COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
COUNTY OF BLAIR - FISCAL YEAR 2021
The County of Blair has begun to prepare its FY2021 CDBG application to the Pennsylvania Development of Community & Economic Development (DCED). The FY2021 CDBG application includes, six (6) entitlement communities [Hollidaysburg and Tyrone Boroughs, Antis, Blair, Frankstown and Greenfield Townships] along with the County of Blair on behalf of the sixteen (16) non-entitlement communities under one application. The County of Blair anticipates an allocation of approximately $918,467 for FY2021.
Pennsylvania CDBG funds may be used for a broad range of activities that include, but not limited to: community facilities projects, public service, removal of architectural barriers, fair housing activities, housing rehabilitation, water supply, storm water drainage and sanitary sewer improvements and associated planning and administration. The primary objectives of the Pennsylvania CDBG Program are: benefit to low-to-moderate income persons, elimination of slums and blight and urgent need. At least 70% of the funds available for FY2021 will be used to benefit low-to-moderate income persons. Additionally, the County of Blair will be responsible for replacing all low-to-moderate income housing units that are demolished or converted as a result of CDBG funded activities.
The Blair County Board of Commissioners and municipal officials, encourage interested citizens to attend any of the scheduled public hearings to provide their community’s needs and present their views upon the use of fiscal year 2021 CDBG funds or upon the use of any prior year CDBG funds. The Blair County Board of Commissioners will consider all comments received by 4:00 p.m. on August 30, 2021 for inclusion to the FY2021 CDBG application to DCED.
The County of Blair has scheduled a series of seven (7) public hearings for residents, agencies and/or organizations who are interested in expressing their views or community’s needs.
