Pennsylvania became the first state in the nation to curb its governor’s emergency powers when the majority of voters in last Tuesday’s primary election cast their ballots in favor of two constitutional amendments.
The amendments give the commonwealth’s General Assembly the power to terminate an emergency declaration by limiting the governor’s emergency declarations to 21 days and can only be extended with legislative approval.
