The contractor who bid on the project for Ridge Road in Woodbury Township (Blair County) was told that the road would be tar and chipped, but when he went out to complete the project, there was an overlay of pavement of roughly 1-1-1/4 inches on the road.
During the project, the contractor marred the road, thus upsetting Woodbury Township officials. To complete a 1,600-foot overlay with tar and chip, the cost was estimated at $6,000. The contractor agreed to pay $3,000. Jon Clabaugh, the Stiffler-McGraw engineer for the Williamsburg Municipal Authority, asked the authority during the July 7 meeting if it would be willing to pay the other $3,000. Stan Grove made the motion to pay the other $3,000 and Chet Bingham seconded the motion. The motion passed.
Clabaugh gave some progress updates on the current projects, telling the authority that he expects requests soon from contractors for a time extension of 60 calendar days, because “the supply chain currently is a disaster.” The waterline extension project, Clabaugh said, is “99 percent complete,” but there have been some complaints from property owners about land restoration. Clabaugh said that he was assured the contractor would complete land restoration once the weather cooperates.
