Kimmel Township Man Arrested for Theft, Intimidation, Threats

Larry M. Claar, 40, of 298 Picnic Road, Kimmel Township, was arrested on Feb. 7, 2020, after Pennsylvania State Police, Bedford, responded to assist Children and Youth Services at his residence.

According to PSP, at approximately 10:42 a.m., PSP was dispatched to 298 Picnic Road, Kimmel Township, to assist Children and Youth Services. CYS explained that a juvenile reported to them that her father stated he was going to shoot her.

The youth was taken from Claar’s residence and was transported to the home of a relative in East Freedom to “allow the situation to de-escalate,” according to police.

At approximately 1 p.m., PSP received a phone call from the victim’s brother, who reported that his sister, the victim, told him of the situation stating that Claar was going to shoot her because she was present when Claar stole a vehicle and she knew information about the theft.

According to police, the victim explained that two days earlier, she had been with Claar at the storage unit where a stolen vehicle was being kept. She claimed that Claar had painted the vehicle black and that the battery was missing. She believed that Claar had gotten nervous because he hadn’t paid the storage unit rent and was thinking that someone knew that the car was in the storage shed.

Police said the victim was not sure of the name or address of the storage unit but knew where it was.

PSP received a search warrant through District Court 24-3-03 which was approved by the Blair County District Attorney’s office. A stolen Oldsmobile Cutlass was located by police. It was missing its rear tires and the battery and the vehicle had been spray-painted black, according to police.

Claar was arraigned by Magisterial District Justice Kathy S. Calhoun. He is facing third-degree felony charges for receiving stolen property and theft by unlawful taking, first- and second-degree misdemeanor charges for simple assault, intimidation of witnesses and terroristic threats with intent to terrorize another and summary charges for harassment.

Bail was set at $65,000. Unable to meet bail, Claar was committed to the Bedford County Prison. Bail was posted on Feb. 24, 2020.

A preliminary hearing is set for 9 a.m., March 18, 2020, at Bedford County Central Court.
