Pennsylvania Gov. Tom Wolf is proposing a new scholarship program designed to close the gap between a student’s Pell Grant and other state grants.
The program will assist students who enroll in a Pennsylvania State System of Higher Education (PASSHE) university.
The new program is called the Nellie Bly Scholarship Program. Gov. Wolf proposed funding it with $204 million. The scholarships will be need-based.
