Williamsburg Authority Moves Forward with Grant Application

Stiffler McGraw engineer John Clabaugh discussed with Williamsburg Municipal Authority, during its recent regular meeting, the requirements for application for a small water/sewer grant application.

The authority, Clabaugh explained, needs a certification of ownership for the meters the authority wishes to replace, a resolution to apply for a Pennsylvania water/sewer grant and 15 percent commitment funding of the project, slated to cost $97,487.

Authority Member Daryl Cole made a motion to proceed with the project with authority Member Stan Grove seconding, and the motion passed.

Engineer Clabaugh said that the authority would likely hear the results of the application in late spring or early summer of 2020.

Clabaugh also told the authority that there would be a pre-construction meeting at the Williamsburg Sewer Treatment Plant for the upcoming Authority projects. Authority member Clabaugh remarked that besides contractors there would be a representative from the Pa. Department of Environmental Protection (DEP), PennDOT, PennVEST, and the Blair County Conservation District in attendance.

Clabaugh said that some construction on some projects would begin in a few weeks, before winter begins.

Williamsburg Borough Manager Joe Lansberry asked the authority to take into consideration replacing some of the 18 fire hydrants in the Williamsburg area. A lot of the fire hydrants were replaced or installed around 1972 and a lot of the parts are no longer in service, he said.

Lansberry got an estimate of about $2,700 per hydrant and with a full installation cost of $5,000 per hydrant.

Authority Member Daryl Cole suggested replacing two to three hydrants per year, but joked that this may be “a future application” for grants for the authority.

No further discussion was held on the topic and no vote was taken.
