Imagine reading in the Herald that a public building project came in under budget and mortgage-free. Five years ago, the Hollidaysburg Area Public Library did just that.
In 2014, the new Hollidaysburg Area Public Library (HAPL) opened its doors across from the high school. Under the leadership of Library Director Janet Eldred, the capital campaign produced a new $2.8 million public library that was under budget and did not need a mortgage at completion.
